From 1940 to 1947, the US Navy illegally claimed ownership of Palmyra, quickly establishing a base of operations and beginning a series of massive construction projects. Its legal owners, the Fullard-Leo family of Hawaii, spent the whole of that time (and much of their financial resources) suing to restore their ownership. In January of 1942, photos of Palmyra were taken and sent to PRISIC (Photographic Reconnaissance and Interpretation Section, Intelligence Center) for analysis of the Navy's construction progress, focusing on the communication facilities. In 1980, family members of employees for the Civil Aeronautics Authority (forerunner to the FAA), who had lived and worked on Palmyra in the late 1940s, reunited on the atoll. They spent time walking the islands and exploring the much delapadated buildings and facilities their colony had occupied.
